This report examines the barriers to solar adoption for low- and moderate-income (LMI) household. The authors reviews the market and regulatory barriers to low-income solar access and affordability. This report summarizes key barriers and emerging solutions, and for the first time, projects deployment of on-site, distributed PV by income group and housing type under various scenarios. The report recommends a number of policies such as expanding financial incentives for solar adoption for LMI households.
